The Western Cape Gambling and Racing Board (WCGRB) — an equal opportunity employer — is a statutory body established to regulate and monitor the gambling and betting industry in the Western Cape. The Board invites applications for the following position:

 

MANAGER: RESPONSIBLE GAMBLING, RESEARCH AND COMMUNICATION

 

This strategic role is situated within the Office of the CEO and focuses on advancing responsible gambling initiatives, driving impactful research and ensuring effective communication with key stakeholders.

 

Requirements

 

The minimum requirements are:

 

  • A Bachelor’s degree in a relevant field such as Psychology/ Public Health/ Social Sciences/ Communications/ Business, or Economics, with a strong regulatory or research focus.
  • A minimum of 5 to 8 years’ experience in the areas of public health or behavioural science, or responsible gambling.
  • A proven ability to oversee research projects, perform desktop research, and apply evidence-based findings is essential, along with strong analytical and research skills.
  • Excellent written and verbal communication skills, with experience in preparing reports, briefing documents and stakeholder communications.
  • Proven experience in engaging with senior internal and external stakeholders in a strategic or policy-driven environment.

 

Additionally, preference will be given to candidates with a solid understanding of gambling regulations and harm prevention strategies. The position requires strong communication and reporting skills, as the incumbent will act as a key advisor to the Executive Committee, Board Committees and the Board. The role demands a strategic thinker with the ability to convey complex information clearly and influence stakeholders at all levels.

 

The key performance areas of this position will include, inter alia:

 

  • Lead strategic and operational functions within the realm of responsible gambling, with a strong emphasis on public engagement and regulatory advisory.
  • Develop and implement strategies to prevent, identify, and manage problem gambling, ensuring that appropriate interventions and support mechanisms are in place for at-risk individuals.
  • Oversee research initiatives related to responsible gambling, including managing research projects, conducting desktop research, and supporting the implementation of research findings to inform strategies and interventions.
  • Establish collaborative relationships with academic institutions, industry stakeholders and public sector bodies to advance research goals and promote best practices.
  • Conduct and facilitate public awareness engagements and provide advisory services. This includes managing support services such as helplines and digital platforms, developing educational materials, leading awareness campaigns, and ensuring that gambling operators are trained on their responsible gambling obligations.
  • Prepare high-level reports, responding to formal queries, and facilitating both internal and external communications to support responsible gambling initiatives.
  • Assess the Board’s current responsible gambling measures and recommend legislative or policy changes, as necessary, to support the Board’s Responsible Gambling objectives.
  • Play a critical role in working closely with the South African Responsible Gambling Foundation and other relevant stakeholders to ensure that individuals affected by gambling-related harm have access to appropriate support services.

 

Remuneration

           

The Board offers an all-inclusive salary package (including 13th cheque) of R 1 059 105 per annum (Salary Level 12).
