Position Summary

The Construction Program Manager is responsible for construction management execution for worldwide business units at Scientific Games. Responsibilities include the review of, budgeting for and requirements generation for all facility related items contained within Government Lottery Request For Proposals (RFPs). Additionally, the position coordinates and directs the sourcing, design, planning, construction execution, physical facility security and all infrastructure of the owned or leased facility locations, by performing the following duties personally, through internal company stakeholders or third-party vendors. Finally, direct management of the real estate portfolio supporting Capital projects, real property master planning and budgeting analysis.

Job Duties / Key Accountabilities

• Analyses RFP documents for contractual commitments, customer specifications and other data to plan and develop a facility program from a written conceptual stage through to execution and operation.
• Respond in written proposal format to any RFP requirements relating to any facility, security or related infrastructure information that in structure will appeal to the Government body about to review our proposal.

• Interface and coordinate with internal contract owners to provide feedback discovered from RFP requirement generation to materially change the way of doing business, matching with Facilities KPIs and master planning.
• Knowledge of the following regulations, Multi-State Lottery (MUSL), NEC, NFPA, ADA and OSHA as they relate to the facilities Scientific Games builds and maintains. 

• Develop, design, model and cost the total facility package solutions for all RFPs reaching a 90% or better execution feasibility on design and budget when time for execution.

• Must be able to generate a total facility package from scratch to include, vision, layout, floor plan, power and infrastructure requirements, vetting of the proposed location (if existing) and translate the requirements to a third-party vendor, contractor, builder or developer.
• Must be able to adapt to unknown or changing requirements expeditiously while maintaining budget and keeping internal and external customers’ needs met with a project timeline that is fixed.
• Plans, budgets for, schedules and executes capital projects and modifications of existing facilities including review of architectural, civil, mechanical, electrical and plumbing drawings, generation of budgets and cost estimates, third party contractor market search, third party contractor bidding and competitive sourcing events layouts, third party contractor and vendor buyouts and contract reviews and direct construction management of all projects from groundbreaking to project completion.

• Responsible for all aspects of facility construction projects and planning “Cradle to Grave”

• Manages and controls construction portfolio project schedule forecasting up to 3 years out.

• Develops and implements activities coordinating the efforts of subcontractors and purchasing, and resolves problems in area of logistics to ensure meeting of contractual commitments.

• Travels to and inspects construction and installation progress to ensure conformance to established specifications.

• Coordinates with Scientific Games contract Project Manager to maintain construction schedule against the master contract schedule, making adjustments to critical path where required for company success of project and for he other project disciplines.

• Provides and reports bi-weekly and quarterly updates to the Director of Real Estate & Facilities for the entire construction portfolio.

• Leads bi-weekly internal coordination meetings for the SGEP & Systems business units
• Develops and implements activities coordinating the efforts of subcontractors and purchasing, and resolves problems in area of logistics to ensure meeting of contractual commitments.
• Elevates contractual issues during construction to Scientific Games Legal department and project manager to seek clarification or external customer input. Enforces RFP requirements and contract requirements and accountability for executing according to contract.

• Approve change orders in a dynamic, cost sensitive and time constrained environment. Elevate major changes to appropriate parties for resolution.
• Approve invoices and pay applications, ensuring all contract parameters are being met and items billed have been completed. 
• Coordinate and manage the final stages of construction for each project including contractors’ punch lists, prior to final approval, and closing out the projects. 
• Prepare analysis at project end establishing all issues which will be referred to during future projects with the intent of avoiding these same potential problems.

Qualifications / Skills / Knowledge

Required

  • Seven (5)+ years of facilities design and buildout management with multi-faceted disciplines managed, including, but not limited to real estate, construction, legal, procurement, master planning and compliance.
  • Ability to travel and work in construction type environments or from a field office or hotel.
  • Demonstrated portfolio of previous projects and real estate lease or deal experience.

Desired

  • Bachelor’s degree in structural, mechanical, electrical or civil engineering preferred
  • Advanced degree in business or related experience dealing with profit and loss of projects or business operations
  • Multi-lingual in Spanish, Portuguese or other languages
